Allocative Efficiency of Mexican Maritime Customs, 2012-2021:A Study using DEA Methodology

The objective of this document is to determine and analyze the level of allocative efficiency of Mexico's maritime customs during the 2012–2021 period. For this purpose, a technical efficiency analysis was initially conducted using a Data Envelopment Analysis (DEA) model with variable returns to scale; subsequently, in a second stage, price efficiency was considered to obtain allocative efficiency. The inputs used were the number of cleared import customs entries and the number of cleared export customs entries. The outputs consisted of the number of import and export operations, while the output prices were defined as the tax revenue generated from foreign trade operations. The results obtained show that, in general, port customs were inefficient; however, specifically, the customs of Acapulco and Manzanillo were both technically and allocatively efficient. It is concluded that there is a need to implement port policies that allow for greater optimization of resources while maximizing revenue.
